You need to start with a project, contact the building organization, they will make a project for you and build a warehouse on it. It will be the easiest. Just find responsible contractors.

Author in which city are you in? If in Moscow or the region you can contact the company, which act as a technical customer service and will take care of all the organizational issues from drawing up the project, purchasing materials before putting the object into operation

When building on such plots, you definitely need to consult what type of foundation to do in order to smooth the angle of the land drop or in what other way it can be leveled.

It would also be good to conduct a geological survey of the soil. By the fact that the slopes are of a different type of formation: natural - just the landscape of such an area, and there are artificial, which arise as a result of human activity. The latter are less stable and require special attention when building. For example, in the Moscow region engineering studies for construction can be performed by this company. See if it suits you

I agree that you must first carry out engineering surveys. At the very least, this will give you the opportunity to decide on the type of foundation. Do not skip this item in any case - this is a very important stage. Moreover, we are not talking about building a country house, but about a warehouse.

The author, if you do not have any experience in construction at all, and the management has entrusted you with the organizational function, it is best to consult with experts. Otherwise, contractors will quickly realize that you are not in the subject line, and at best your company will overpay for work, and at worst, the work itself will be performed poorly. As an option, you can ask questions of interest in specialized forums, for example, there are specialists who have eaten a dog at a construction site, I think they will be able to advise you on a number of questions.
